NHW Ryde Region Newsletter October 2022
Coordinator’s Corner Philip W Brown
A By-election in West Ward allows our residents to review how our elected representatives are working on our behalf and ensuring our community is being heard on matters of concern. There are five nominees and if elected that person needs to be a true representative for the people. Now is the time to question their motives for running for Council office, what is it that drives them, what is their personal platform besides any political platform or ambition. Will they represent the whole of the Community and be available for personal consultations? Being the new person on the block, will they have any clout in debates, or ‘just make up the numbers game’.
Safety is just one element that needs addressing in our community along with cohesiveness, integration into society, and respect for all cultures within the community.
Consider what you as a resident would like to be addressed as a number one priority and put forward that concern or idea and see what response you receive. Make sure you vote, decide on how you vote, and that it counts towards placing a good representative in our Council on your behalf.

Is vehicle parking an issue in your street or area?
Allegedly illegal parking in residential streets and driveways appears to be an ongoing issue in many areas of our local community.
A question that often gets raised is: Is it legal to park in or across a driveway, even in or on your own driveway, and if so when and where and are there any restrictions or allowances applied?
Another issue is drivers parking across the nature strip and footpath blocking the footpath for school children who walk or ride their bikes and mothers pushing prams.
A couple of prickly questions which have been interpreted in a number of ways by residents, parking officers and police when addressing the matter.
Research shows that it is against the NSW Road Rules Legislation (2014) to stop or park across a driveway EVEN YOUR OWN. You can incur a fine.
Extracts from the NSW Road Rules Legislation - Rule 198 Obstructing access to & from a footpath, driveway.
(1) A driver must not stop on a road in a position that obstructs access by vehicles or pedestrians to or from a footpath ramp or a similar way of access to a footpath, or a bicycle path or passageway unless—
(a) the driver is driving a public bus that is dropping off, or picking up, passengers, or
(b) the driver stops in a parking bay and the driver is permitted to stop in the parking bay under these Rules.
Maximum penalty—20 penalty units.
(2) A driver must not stop on or across a driveway or other way of access for vehicles travelling to or from adjacent land unless— the driver—
(i) is dropping off, or picking up, passengers, and
(ii) does not leave the vehicle unattended, and
(iii) completes the dropping off, or picking up, of the passengers, and drives on, as soon as possible and, in any case, within 2 minutes after stopping, or
(b) the driver stops in a parking bay and the driver is permitted to stop in the parking bay under these Rules.
Maximum penalty—20 penalty units.
Note 2—
A driver stops on or across a driveway or way of access if any part of the vehicle is on or across the driveway or way of access—see rule 350.
Rule 350 (3) A driver stops or parks on or across a driveway or other way of access for vehicles if the driver stops or parks the driver’s vehicle so that any part of the vehicle is on or across the driveway or way of access.
Rule 197 Stopping on a path, dividing strip, nature strip, painted island or traffic island
(1) A driver must not stop on a bicycle path, footpath, shared path or dividing strip, or a nature strip adjacent to a length of road in a built-up area, unless— a sign says you can. Illegal parking can be costly – check the distances and check the parking signs.
